Tips for rusty bumper?

Icon2 Tips for rusty bumper?

The bumpers on my 98 have seen better days. Last summer the clear began slowly peeling, the the gray exterior and now I have some patches of rust on both front and rear. What should I use to prep the bumper before paint? I need to remove as much of the surface rust as possible to get it smooth. Have you guys had luck with that aircraft stripper for removing old paint? What grit sandpaper should be used? I don't have a hand sander but I'm going to rent one from Home Depot today.

36 grit with POR-15. Then the color you want the bumper.

I just sanded it down to bare metal, painted ruste converter to fill in any pits, re-sanded and then used etching primer. I ended up painting the back of the bumper with a chassis coating.
