1999 Ranger - Worth it?

1999 Ranger - Worth it?

I know a guy selling a 99 Ranger asking $1500 who is not mechanically inclined but says the car is 'missing' at 1500 rpms but isn't throwing any codes from his OBD2 reader. This has me worried that from doing research this could be bent valves since there is no code. Is there an easy way I could tell this when I go check it out over the weekend? I know misfires could be related to quite a few things but the no code has me worried. He said he just drives it around his farm and the last time he drove it 'longer' was doing 70mph on the highway and was maxed at that...not sure what that even means tbh.

I could probably get the price down considering the unknown condition.


Details:
99 Ranger 3.0 4x4 Ext Cab 155k Miles
I'm told only surface rust underneath, body in good condition
New tires, rotors, brakes, wheel service, brake lines where recently done.

Appreciate any help!

Well turns out its the 4.0 not the 3.0 after all, he send pictures through. He also sent the undercarriage and said just surface rust, can someone chime in if this looks worse the just 'surface rust'

Correction it is a 4.0 not a 3.0L. He sent through some pictures showing the 'surface rust' underneath. To me this looks like more then surface rust but if someone more experience could chime in it would be appreciated.
