98 ranger 3.0 shifting and performance trouble

I have a 98 ranger 3.0 with an auto tranny. I have a problem that is just baffling me. Under normal city driving, under 45mph or so, tranny shifts fine, no problems at all. After i take it on the highway, the OD light starts blinking on and off. After getting off the highway, with the OD light blinking, the truck shifts very hard from 1st to 2nd. It will do this until i shut the engine off, then turn it back on. I am talking about a 1 second shut off. After that, OD light is not blinking anymore and it shifts like a dream.

Should i try a tranny flush??? Filter change??? I decided to forgo these options as it does not seem to be related. Tranny fluid at the same temp with absolutely nothing changing, but the truck shifts differently. Tranny fluid/filter would not explain it.

Second question: This mother****er is slow...I mean slow. I made a air intake using 3.5 inch alum piping with a cone filter at the end. Helped out some, but not alot. Also knowticed that the TB is smaller than some jap sport bikes. Sunday it's flowmaster time, but other than a chip, what are my other options?? This is a work truck as i work for a cable company, and i can not be down for more than 1 day, if it could, i'd throw my spare 347 stroker and the holley and i'd call it a day, however 93 octane is getting expensive.

Please help.
