Brakes Making Scratchy Sound

Hello All,

I just purchased a 2000 Ranger XLT V6 3.0L extended cab. When I got it, the seller mentioned he just recently had the brakes replaced and now it makes an annoying scratchy noise while driving, mostly at low speeds. I got a great deal on the truck so I said no worries I'd figure it out. I'm wondering if it's something the mechanic did that created this problem. It's not a "new brake sound" it happens at low speeds with the brakes not engaged. Brakes are great and don't make any noise when put through intense braking. The noise is most noticeable while the windows are down and I'm coasting at very low speeds past other objects, parked cars etc. (It makes it easy to hear as it echoes off the object). It's a pretty annoying scratchy sound, to both me and innocent pedestrians! Has anyone had this issue? Wondering if I call the shop that did the repairs they would be willing to help since the trucks been sold. Shop opens tomorrow so I'm going to call then, just thought I'd ask the online community. Thanks for the help!
