Emergency brake cable froozen

How to unfreeze or replace passenger side emergency brake cable. 2002 Ford Ranger 2.3 L ?

I have sprayed wd-40 on it and have worked it. But nothing is moving.

Use a good penetrating oil instead of WD-40 and you might get it to work.
