got a 93 ranger. got in. loaded it up. and went to push in the emergency brake. it holds the pedal down. and it clicks. but the brakes don't actually work. how do i fix this?

 

Is your E-brake setup a cable to rear drums? The hardware could need replacing or the brakes could be seized. Both has happened to me on my 03 Edge.

 

no holding could be the rear brake. you should take off the drum and watch as someone operates the brake. cable should be visible as it moves, brake shoes could be out of adjustment or even never reassembled by a previous repair. You will need a manual for reference, tools , drum removal on older vehicles can be difficult. as you had to ask about the brakes you may need do a lot of reading.
