However, what Torkit said was going to be my next comment.
you could always re-weld some plates over those holes and re-do it with the right hardware. Might be just as strong as a weld.

Number one issue is there is no frame insert. You're never ever suppose to bolt anything to the XJ's unibody without a frame insert to prevent the bolts from pulling through. I use to have a factory pair of inserts but recently sold them a couple months ago. You can find them at the junk yards on XJs with factory skidplates or factory hitches. Just need to take the tools required to remove the rear bumper, hitch/skid plate and a drill with a 1/4" drill bit to drill the rivets that hold the insert in place.
