Looking for a cheap mod!!! About $50
You can get some nice pioneer 3-ways for $50, you will notice a big sound difference from the stock paper speakers. You could pick up a new/freeflowing air filter as well for much less than $50. But, IMO, the best mods are free...( or almost)

*paint your stock steelies black, duplicolor wheel paint is like $8 bucks a can. You need a nice warm place to do this though.
Or you could save up for a new cat-back exhaust, Dynomax usually has a $75 rebate going for them about once every year.

Do you have a local Pull-a-Part? If so, go there and check out the '96-'01(?) Explorers. I've bought five of them so far, and four of them were $13 (including the temp. sensor and all the hardware) from my local Pull-a-Part. The other was $35 from a different junkyard that pulls the parts for you, but I needed it quick and Pull-a-Part didn't have any at the time.
ETA: I really enjoy mine. It's nice being able to see the outside temperature as soon as I start my truck instead of having to pull it up on my phone every morning, and the extra lighting is wonderful.

Its $50 i got for christmas on a visa and I make enough for gas I just want to do something that stands out a little.
id vote OHC or 06+ mirrors. you might think its just a mirror but it is way bigger then those flags you have. as for fogs, id keep it OEM and look for a used valance and lights from a 4wd truck and swap em in.
Mine isn't LED, but other guys have put LED's in theirs. That's a little too bright for my liking.
Theres alot on here about it if you search, I think maybe even a write-up in the how-to section. Basically, throttle cable mod takes up the slack on the throttle cable via some zipties or the spacer of your source. Over the course of years this cable stretches a bit, so adding the zip ties lets your engine achieve WOT. Not all trucks need it though....
In the airbox mod, you take the silencer out of the bottom of the airbox. You could also drill holes as well. Lets in more air, makes engine a bit louder. Some people say it helps a little with mpg and acceleration, some say its doesn't really do anything but make a cool sound.

$50 will get you quite a nice bunch of led's

that is a good one but i want more of a mod that will change either the appearance or sound. (something that might impress other people than just me)
I already removed the back one but i actually use the functionality of the front ones to keep rain out, at least when it is warm outside.
For $50 or less I'd be looking to recycled upgrades... for around $100 I did everything in the pic below.

The visors cost the most so you'd do them with one $50 purchase and everything else for the first $50 :)

You could also do a "speed grill" with alum. gutter mesh from somewhere like Lowes. I did that to my wifes' "X" last week and she loves it, I am out around $4.50, plus the little bit that the soldering iron is going to bump the electric bill. I will get a picture for you if you would like it. It took about 1 hour to do, and is a subtle touch that has alot of people doing a double take. That says something right there, I think.

+1 to what 98liftedranger said. I used a guide from another forum when I installed that one, though. I've done two now, and it's not that hard. You'll just need to take your time. :)
