Pretty sweet looking! Ask him if he will include the lights. Most of those prerunner bumpers are in the 250+ range. And if you get it from an online retailer the shipping would be crazy! If you do get it, buy some new Grade A bolts and hardware to mount it up. Ask him if it was a custom made job or bought it from someone who makes these bumpers on a regular bases. Inspect the welds and the mounting points, or have someone go with you who knows what to look for in a quality welded and put together piece. It may look cool, but if it's not built right then all it's good for holding up some cool lights and a nice shiny skid plate for people to look at them selfs in!
