Need help
I might be missing something, but up here (Canada), the only ones that can authorize a tow are:
1) the owner of the vehicle,
2) a property owner, if a vehicle is parked on their property without permission,
3) the police, or other authorities, if the vehicle is parked on public property (e.g. the street, or the side of a highway, etc.)
Seems to me, if you were to just hook up a vehicle that wasn't yours and were to tow it away, it would be theft . . .
And if anyone were to help you do that, without proper authorization, well, that would make you an "accessory to theft".
FWIW, no proper tow truck operator would just hook up a vehicle and tow it without proof of ownership.

bs! i dragged a blazer on 40s down the road with body lift bumper brackets on my truck too, and a mud truck/jeep cherokee on 36s and that was in the dirt and never spun or strained
And to the OP. Why the hell didnt you take care of it before the date was settled. Its not like the city set a date for the day after.
