Problem with rear brake light cover

Hey guys, well it came time to replace one of the brake light bulbs on my 98 ranger xlt, however when i remove the 2 screws, the whole assembly feels like its trying to come off.

Another RF member said i need to pull on the cover to remove it from the plastic bootish thing, however it will not budge one bit even when i tried to wedge a flat head between the two, does anyone have any secrets on how to get this off.

theres 4 screws on the taillights.....2 on the outside, and two on the inside. The inside ones..the tailgate needs to be lowered and youll see them. Should come off. What's this cover you are talking about??
