I need your help with a strange problem

My 2001 Ranger is still experiencing error P0442 and although I have already replaced the valves and replaced the filler cap twice and sealed the connections, the error keeps coming back after 60-150ML now I have discovered a “device” in the line that I don't recognize. It is in the frame at the end of the tank. It is almost impossible to get to the device, so the picture is not so good.
Who can tell me what it is and what it is called?

Does anyone have any idea what the part is called and where you can buy it new? I would now like to replace it permanently.
