Front hubs too large for rim

I got some 16" rims for free and bought rubber for them only to find the hub is too large to fit the hole. Would a solution to this be to install wheel spacers so the part of the rim that is too small wont even touch the hub?

I would take take them to a machine shop and have the hole opened up.

Just goes to show that nothing is free. Put the free ones up on CL and use the correct sized wheel. Or...do your homework before you pay good money on a free lunch. (everyone knows there ain't no free lunch)
