Rubbing noise driving me nuts

Rubbing noise driving me nuts

Had my 2003 Ranger serviced the other day and they also rotated the tires. Since then, I hear a rubbing noise at slower speeds. You can hear it easier when not accelerating. It goes away as soon as I apply the brake. It is not constant. It makes the noise periodically. Rubbing, quiet, rubbing, quiet. Does anyone have any idea what could cause this?
