I have a 1995 4.0 v6 ranger that currently isn't running and I'm short on money and I wanted to know if I sell the secondary cat on it for extra cash would it still be legal with the 1 cat. They don't test emissions here just if you have a cat

No, not legal, if they check the Cats they will usually look up the year and engine model then count how many Cats were required
But never had a vehicle inspection in Virginia so really don't know how they run inspections
