94 ranger loose front wheels

Icon5 94 ranger loose front wheels
when the truck is jacked up, the wheels are on tight, but i can literally move them by pushing on the top and bottom. What causes this, or is it normal?

wheel bearings are first to replace, then id be sure to do your ball joints as well
