brake

after it rains out my rear brakes jerk when i hit them for about a mile or so what the is the proble

Your rear brakes are drum brakes and after sitting in rain for a couple hours the drums will get a coat of surface rust. But that is after 2-4 hours or so. The other thing is that your drum brake pads become moist, the rubber compound actually grips better when moist, so after a mile your pads have dried out. However the pads do not grip anywhere near as good when they are soaked with water.
