Painting stock "chrome" center caps???

I painted my wheels black a while ago, and now the center caps are starting to chip and flake.

How should I prepare the chrome finished surface so the paint will stick better? I tried steel wool and a brillo pad last time, but will consider a light sanding to "scuff" the surface better.

Ideas? THANKS!

sand sand sand and some self etching primer

All I did to mine was give'em a good wash, let 'em try. sprayed on like 4 coats of duplicolor adhesion promoter. Then on went the Rust Oleum Gloss Black. 1 fat coat. This is been about 2 years since and they still look like the day I put 'em on.
