Did all 1983 have both electric and mechanical fuel pumps?

Did all 1983 have both electric and mechanical fuel pumps?

I discovered today my 1983 4x4 Ranger had both a in tank electric fuel pump and a block mounted mechanical FP. Not getting fuel to carb. Can't hear electric running with key on. Is the in tank pump a low pressure to prime the mechanical or something? Plus unlike my B2 there are only two wires going to tank pump. There is a wire going to the top center of the tank. I took the bed off to investigate an realized the way the hole for accessing the pump is too close to the cap to remove without dropping tank. I felt pretty stupid cutting all thos bolt just to realize I had wasted my time. Ill clean and coat the frame wile in there,
