I would check out the Multi-fucntion module inside of the steering column.
It controls directionals, safety flashers, and brakes, could be a bad module or a broken connector, like I had in my '95.
I don't have manuals like RonD, sorry, but do it the old way, actually check for voltages on the connector.

Thanks for the response. I suspected that but it wasn't the case. The hazard switch itself was the problem. I guess from never using it it gets dirty. I had to wiggle it back n forth and all 4 came on. I tried that before and it didn't work but I guess its really dirty and I didn't wiggle it hard enough. I had other Rangers do this to me as well.

Your Shaking the Switch worked for now but if the contacts are that dirty the problem will return. I know you can just shake the switch again and again and again, but it would be best to remove the Module, spray all the switch points with a good non-conductive contact cleaner (maybe from Rat Shack), let it dry and then reinstall.
The Module is a little tricky to remove and install but nothing that is a big problem.
Thinking on this I think I did the Module Replacement on the Steering Column of my Wife's '98 Ranger.

p.s. I found the replacement Module from Ford, as well as from the On-Line Store (???), worked well, had no further problems !

Yeah its odd it works one side but not the other until I wiggle it but its probably got more than one contact on the switch maybe to control each side. Ones dirty, one isn't. I might spray some electrionic cleaner just directly down it and see without taking anything apart. If it still does it i'm really not that worried. I rarely use them and if I do I will just do the wiggle thing. They do stay on once I do that until I turn them off.
