Transmission problems.
My 99 ranger with a 3.0 is having some transmission issues. It’s taking several seconds to go into gear and it’s slow to take off. When you take off the rpms are up and the truck is slow to take off and get to speed. I changed the filter and pan gasket and there was no metal shavings or anything that would raise concern. I had to take a trans cooler line off to pump some excess fluid out and noticed the pressure was not what I’ve seen from other transmissions. Would it be a safe bet that the pump is going out? Safe enough bet that it’s worth me pulling the trans and replacing the pump and not rebuilding the tranny before putting it back in?

No, not a safe bet at all. Low pressure could also be a blown valve body gasket which there is a TSB about on the pre 2002 transmissions. Could also be several other internal valve body issues, bad EPC solenoid, or a simple clogged line/port. Also you can't diagnose poor pressure by "looking at it". You need to hook a gauge to the test port.
Ill pretty much guarantee if you pull the trans and replace the pump you'll be wasting alot of time and money.
