Under OBDII Theory & Operation on the left side has .pdf files for free download for every year model from 1996 to 2007 and also for the diesel engines. These tell you about the system/test and what conditions need to be meet so the tests will run.

Thanks to Rockledge for this site. This website has a step by step procedure for doing all the tests but i think you need to have the company's scanner but it does help.
