Gem wire? You mean speed sensor input?

Do the 95 and older models have a cable driven speedometer? If not, there must be a wire feeding the speedometer. You just need to figure that out. Without a source of power to that wire, the temperature won't move. It prevents heat soak when the vehicle isn't moving.

Essentially, when the speed sensor input has no voltage applied, the temperature is locked.

We have no VSS wire but heres what i did. I wired that wire up to a acc. power source so that when i turned my car on it was tricked into thinking im always moving. But you have to mount the temp sensor away from engine heat i mounted mine on the outside of the fender well and it has worked fine ever since.

That would likely work. It be interesting to know the min and max voltage that comes from the VSS wire. Because I have a strange feeling it's not the full 12 like the radio power wire would be.
