Parasitic Battery Draw & Dash lights Out

My battery is draining while the truck is off. Initially, there was a draw of .250 amps. I then found that when I pulled fuse #26, the draw dropped to about .05 so I began checking the relays that this fuse powers. I located what I think to be the Battery Saver Relay (see picture below). I pulled the BSR and the amperage dropped to .05 again. I then replaced the BSR and tested it to find that the draw has dropped to .20. Slightly better, but not where it needs to be, obviously. I do not drive this truck often so the battery is nearly dead by the time I need it.

Also, the instrument cluster lights went out at the same time that I began having issues with the battery. I have tested fuses 11, 15, 26, and 33 for continuity. They all tested fine. I also replaced the alternator after the truck kept dying on me while driving. I have since tested the charging system and it is working as it should.

From what I have been reading, it seems that the issue could be the GEM. According to my owner's manual, fuse #26 supplies power to the BSR and the instrument cluster, as well as a few other relays. My question is, how can I go about further testing to isolate and identify the problem?
