For one, why would you want to remove the speed limiter? It's a TRUCK!!!!!!! Not a sports car, going over 90, hell going over 70 is a risk because they aren't meant to do that. If you wanna go fast, buy a bike or a sports car that was meant to do it.
The reason that GT made so much power from a tune is because it is an FI car. I have picked up more than 75 whp on the dyno in my blue car before with nothing more than timing and fuel trim changes getting it dialed in. You will NEVER see that kind of increase on an NA vehicle, even a purpose built one as I have owned many that were nothing but race cars.
On a stock ranger or just about anything other than the newer 3v GT mustange and any LS motor base, you won't see more than 15 if God tunes it for you because the heads are about maxed out on CFM and the injector are seeing 90%plus injector duty cycle at redline. There is not much that can be done without dropping large sums of cash to completely redo everything to increase the ability to move air and thus burn more fuel. And my move air, I don't mean headers and cold air intakes. I mean massive head porting, better overlap on the cams to increase VE and so on.

Patbo8,
The 90 mph limit was a sore point with me too. The Xcalibrator2 tuner will remove the speed limiter for you, or you can set it at 100, 110, 120, whatever you want. Mine has adjustable speed limiter, rev limiter, A/F ratio, transmission pressure, shift points, spark advance, all sorts of user adjustments.
Be careful with the speed limiter - you may not realize what that 4.0 can do. I ran mine once to see if it would go over 120 (that is all that shows on my speedo, it shifted from 4th to 5th between 105-110), it was still climbing after 120 but I have no doubt it would hit 130+. It gets there very quickly!
I don't agree with others saying it is unsafe - it is a matter of opinion and personal preference, but then again, I never drive those speeds unless I am alone on an isolated road... I drive carefully and never endanger anyone with me or around me. My '01 Edge is an extended cab which weighs about 800 lbs less than an F150 and about the same length wheelbase, just a tad narrower. Mine is extremely stable at high speeds, but I run performance tires and shocks and never go offroad with it. I feel safer with a Ford truck-tested-tough suspension at high speeds than I do in a sports car.

Is it safe to have a speed limiter set at 90 then hit the limiter with traffic bearing down on you while you try to merge onto the left lane of a 8 lane highway while you try to get to the furthest most right lane?
Tell the PTB to leave me alone and I will govern myself. If I brake the law then I will gladly defend myself to a group of 12 of my fellow citizens, first they have to do their job and catch me. This is the reason that the world is getting so overpopulated. There are so many safeguards for so many things that should be common sense. HOW ARE WE SUPPOSED TO ALLOW NATURAL SELECTION TO TAKE PLACE IF WE CAN'T LET THE STUPID ONES KILL THEM SELVES OFF.
