Remove fender liner 2005 Edge

I'm about to change the spark plugs in my 2005 Ranger with the 4.0L SOHC engine.

Aware that the easiest way to access the spark plugs on the passenger side is to remove the passenger side wheel and fender liner I did some pre-work exploring and have some questions before I start this project.

I already see a problem What is the fastener that anchors the very rear of the liner to the bottom of the body? It looks like a blind nylon rivet for lack of a better description. I'm not sure how to remove it (cut with dykes?) or what to purchase to replace it.

I've attached photos. The first is from the top of the fastener, more or less "inside" the body panel, and the second is the part that protrudes below the attached fender liner. Also, do I have to remove the factory fender flares to get the fender liner out?

Thanks,
Skeeter2

As far as the "blind rivet" goes, you can try to push that stud back through the head of the fastener, but you might be better off just cutting it and drilling it out if that's an option.
