steel ring on driveshaft help

Hey all, I need some advice about the driveshaft on my buddys 1997 Ranger 2.3 stick reg cab. It seems a steel ring came off the driveshaft and was clanking around so he tied it to the tail of the tranny, should he take it off? glue it back on? looks like some kind of harmonic balancer?
Any help would be great
Thanks,
Bill

you're completely wrong haha

While I know what ring/dampener you're talking about, I have no idea if you need it or not. I would assume if the DS is balanced properly there would be no need for it?
