Rubbing on frame rail

That's a hanger holding your passenger side parking brake cable.
Applying/releasing your parking brake changes the tension in the cable, and the movement of the cable rubbing against the frame has caused the shiny spot - at least that's what caused a similar situation in my truck.
What I did: cut a piece of heater hose and wrapped it around the cable before it rubs through its cover (I did the same thing to the parking brake cable where it runs over the top of the springs), then applied paint/undercoating/rustproofing to cover up that shiny rust prone metal, and keep an eye on it, because it'll still be rubbing.
