Brake and Clutch pedal bracket

The pedal bracket on my 97 ranger is breaking where the pedal rod has worn on one side. I found a replacement at the junkyard but am having trouble removing the top two bolts. Seems they are spinning on a nut on the other side that I don't have access to without removing something else. Anyone have any picture or idea about how I might remove the bracket?

Thanks!

The clutch & brake pedal bracket on my 1993 is worn out.
The ford part number is FOTZ-2L252-A
The web says these are obsolete / unavailable
Does anyone know of a cross rerference or upgrade part number?
