12v outlet will either be the fuse blown or somehow the ground wire came unplugged,loosened or broken.
Brake fluid or nail polish remover should work well on the bezel to remove the paint. When you paint it, to avoid sanding and annoying prep work, paint it with Krylon Fusion spraypaint which is specifically for painting plastics.

^ yes, use Krylon Fusion, walmart or vatozone has it. you can use a number of things to get the rubber off, anything that breaks it down, rubbing alcohol etc... gas...
you wont have to sand if you use the fuze lol depending on what color you do, it may take alot of coats. when i did mine black to yellow (which would be about the worst) it took like 6 coats.
ALSO! make SURE the paint is COMPLETELY dry before you do another coat, or you will end up like that guy on here with the sticky armrests....

...they're starting to dry a little more every day now, hopefully by spring they'll be totally cured.
Make sure to do a good cleaning when you get the rubber stuff off too, maybe acetone (nail polish remover) or rubbing alcohol to remove any left over cleaner or oil from your hands.
The bezel shouldn't have near the problems as my armrests unless you leave the rubber stuff on it.
The 12v outlet could have some gunk built up on the inside not allowing whatever you plug into it to complete the electrical connection too. Pull the fuse before you try cleaning the socket just in case.
The Krylon Fusion comes in a ton of colours so you won't have a hard time finding a colour you like. IMO, this paint is the best way to go when painting plastic because it takes away having to do prep work and priming. Just clean the area and spray and let it dry.
That brings a good point b/c last time I had it hooke dup it didnt work, thats i'll look for it
