I want to replace the ugly orange needles on my silver cluster that I got with red and saw that on the one cardomain site someone does have red needles...

It was very common to paint the stock white 98-02 gauge needles back in the day before the white Explorer or silver '03 XLT Ranger cluster became an option with their orange needles. Folks sanded the white off the backside of the needle and brushed on whatever color they chose. Some also painted the "needle base" as shown in your picture.

For getting red needles on your '03 silver cluster, you will need to locate the white needles from a 98-03 Ranger or Explorer cluster to modify. Your current needles are orange all the way through....the white needles are clear all the way through and only the backside has the color. See pic below:
