Hello Everyone- im new this week. Drive a 99 B2500. Does anyone know where i can find the black plastic trim that goes under the front bumper? Is it really dealer only?

Welcome to R/F. That plastic piece is called a valence. I would try a junk yard or Craigslist first then eBay.
