If it's like here though, the cops are so busy with other things, they won't bother; if it comes to that.
Guys running around with no front plates, dirty plates, no bumpers, broken tail lights _ on and on...

 

Here in NJ you rarely get pulled over for stuff like that. Like you said, cops just dont have time to care about goofy tail light laws. BUT if you are in an accident with illegal equipment like tail lights all liability falls on you. The other person may still also get a ticket but they won't be legally responsible for damage to you or your vehicle and can come after you. Ive known 2 people this has happened to while using those blackout tail lights.
