99 ranger pats problem

99 ranger pats problem

I just signed in I'm pretty illerate as far as posting,anyway I have a 99 ford ranger about a week ago I was working on my tps checking voltages so I had the key on for awhile so I went to start the truck and I got a blinking 16,checked everything changed all relays checked fuses,no communication with code reader but it has power,don't know what to do next .

Most likely the battery power is still too low
Test it with voltmeter at the battery key OFF, and then again with key ON
12.3volts is minimum with key ON

If the THEFT light is flashing code 16
16 CAN communications error

Than means PATS Module above glove box and the engine computer can not communicate, PATS needs fuses 19 and 25 in cab fuse box
CAN = Controller Area Network
That's what the data network is called in a vehicle, like your home data network is called a LAN(local area network)

Could also be the computer is not booting up, it uses Fuse 8 in engine fuse box
Does the CEL(check engine light) come on with key on, it should
If CEL is not coming on then computer is still OFF, so can't communicate with PATS or an OBD2 reader

I charged battery battery is good it cranks over great there is no pulse at injectors I don't know if the pats module is communicating with ecm,as I said blinking a 16 pmc plug powers up but can't communicate with pcm,I don't know how to check pats module.

And you are sure is 16 and not 15?
And do you have another PATS key to try?

Pull out Fuse 25, key off, thats PATS full time power, count to 10, put fuse back in, resets PATS module
Turn key on and see if THEFT light still flashes rapidly

If so unhook either battery cable, for 5 min, then hook it back up and try key again, resets ALL modules and computer

You can't change PATS module or computer, they are a "pair", matched together at the factory
Ford can "re-pair" them, i.e. swap in a new PATS module or computer and run a security program that "pairs" them
Forscan software may be able to do that as well, you would need to check at the Forscan forum

PATS modules were only used in 1999/2000 Rangers with V6 engines
In 2001 PATS was part of the computer software, so no separate module

And testing the TPS voltage couldn't cause any of this, low battery can but once recharged it should be working again

2000 Ford Ranger 3.0

I have the anti-theft flashing faster at the beginning can’t read to fast and then a have code first long flash code 1 and after that it blinks 6 more times so is 16 code can communicate with pcm when I put the key in the ignition check engine light don’t come on how I can fix this problem all the fuses and relay are good. Thanks

You should always start your own thread unless you are trying to help the member who posted this thread to get help......................it's called hijacking when you take over someone else thread

Now you know

If PATS is activated the THEFT light flashes rapidly for 45 to 60 seconds, then after that it will flash a 2 digit code, 16 is a valid code, it means PATS can not communicate via internal data network
In a 1999/2000 Ranger this could be because computer didn't boot up, also the reason for no CEL

Fuse 8 in engine bay fuse box powers the computer via the PCM relay, PCM relay should click closed with key on, you can swap PCM relay with another relay in engine fuse box for testing
Look at relays base for corrosion while its pulled out
Test fuse 8 or replace it
Need to get the CEL to come on with key on
