Why does this happen?

With an SLA suspension its just the nature of the beast. The upper arm is shorter than the lower arm so when you move the suspension up or down from ride height it will suck the top of the tire in. That is if your truck is 98+. Its a bit different with the i beam trucks.

Shouldn't be more that $70. I guess it depends on how much the shop will charge for the camber kit if you need it. How big of a coil are you talking here? If you're wanting a 3" lift coil then you'll need new upper control arms as well.
