Removing the valiance (and step stings if removable) to Paint it

Im gonna paint my valiance and from the looks it kinda looks like a pita. what is the easiest way to remove it...

And is there a way to remove the black step things on the bed to paint those as well?

They were all rusted and would barely move... and that license plate is in the way and rivited to the bumper and was a pain to work around....
