1988 ford ranger that is not getting fuel

1988 ford ranger that is not getting fuel

so I have replaced both fuel pumps and the relay, ignition module and the switch under the passage side is good and when I put power to the the high pressure fuel pump it puts fuel to the fuel rail and it 40 psi but still will not start any ideas

If you spray fuel or Quick Start in to the intake does engine start and then die?

With key on check any fuel injector for 12volts(both wires should show 12v), they all should get battery power when key is on, the 12v power wire is "daisy chained" from one injector to the next, power comes from EEC relay, via EEC fuse.
Computer(PCM) Grounds a fuel injector to open it, so with engine not running the 12v passes thru the injector(14ohms) which is why both wires will show 12v with key on/engine off.
On the '88 2.9l it will be Batch Fire fuel injection, 3 fuel injectors will open at the same time, so there are only 2 Ground wires going back to PCM.
This means PCM needs good Grounds, so check around the PCM for loose or corroded Ground wires.

EEC Relay also powers Fuel Pump Relay, not fuel pump but the Relay that turns the pump on and off.
On an '88 I think these relays are under the engine compartment fuse box
