Welcome to the forum

2WD or 4x4?

4x4s had 1.5" higher ride height

Go here: https://tiresize.com/tires/Ford/Ranger/1998/

Look for your models largest tire
Then click on it
It will show you the diameter

You can usually go 1 to 1.5" bigger diameter without any changes, USUALLY

I wouldn't go more than 1" wider

Yes

If you have a regular cab 2wd it came with 26" tire, so 27.5" would Probably be OK, 27" would be OK
Extended cab was 26.5" so 28" maybe, 27.5" for sure

Suspension ages so there is no, for sure, when you get to upper limits
