Year of the Ranger would be helpful
But probably not an "off the shelf" option for any year
Best bet is to use a string, and route it so water pump and alternator will TURN THE SAME way that they do now, and then measure that string length
Then take old belt to parts store and find a new belt of the same type but shorter
On some engines you need an idler pulley to mimic AC or PS to get belt to work on water pump, turn it the same way, if it turns backwards it won't cool the engine

The AC doesn't draw power from engine unless it on
Power steering is a bigger draw, you can change to manual steering linkage, but not sure a larger steering wheel is available for 1996
Switching to electric radiator fan is also a good option, the mechanical fan sucks out 2-3HP all the time
