First Question, Need Help
I've got a 99', 4x4 4.0 automatic that's not rolling over at all. Still getting power, but no starter click, dash lights up, and head lights go on, but she just wont start, any ideas?

Very first thing to check is the voltage. At rest, vehicle not running, voltage should be somewhere between 12.4 and 12.9 volts. Anything lower may mean its drained and needs to be charged...might mean there is some type of parasitic draw.
Even a battery below that will have enough charge to light up dash and other lights, but not enough to start the truck.
Check connections at battery...if either positive or negative is loose or has a build up of corrosion, truck may not start.
Check age of battery...should be a sticker on it indicating month and year of manufacture...if old it just may have bit the dust.

And could just be starter motor has died, but would expect a CLICK from starter relay
1999 Ranger V6 does have PATS which will prevent the CLICK if it doesn't see a good transponder key in ignition switch
On the dash will be a THEFT light, it should come on with key on, and then go OFF
If it Flashes rapidly it means PATS is preventing Start up

Page 6 shows locations of THEFT light, on the 2 different clusters, if its bulb is burned out then you will have no indicator that PATS is preventing start up
PATS also disables fuel pump and fuel injectors
So with key on(radio OFF) you should HEAR the fuel pump run for 2 seconds, repeat key OFF and then ON again to HEAR it run for those 2 seconds, its not quiet, a HUMMM from behind the cab
If you don't hear it then PATS is most likely the issue, its not recognizing current key, try another key if you have one

Yes, just one THEFT light but its at two different locations depending on what cluster you have, with Tachometer or without Tach

It should, and then go off, if it does then bulb is OK and PATS is not the issue

Rangers, and Ford trucks in general, with automatics and column shifters are known for getting a loose shifter, screws get loose under the dash

If shifter gets loose the transmission will go into Park, but..............the switch doesn't
So foot on the brake, key on, and shift transmission into Neutral
Now try to start engine, if it starts then your shifter is loose, and not moving the DTR switch all the way into Park as far as the switch is concerned
Also check Fuse 24 in cab fuse box, thats what sends 12volts thru DTR switch and to starter relay to activate starter
