Won’t start
Spark timing is off, that's the back fire
unrelated issue is Fuel pump relay may be bad or capacitors in the computer, there are 2 or 3, easy to change
Did you pull the distributor when you changed the timing chain?
If not then did you manually move the crank and cam gears to line up the marks to install new chain, if so distributor could now be 180deg out of time
Pull spark plug #1
Rotate crank clockwise(facing front of engine) until #1 spark plug hole starts to build pressure, compression stroke, pull you finger in the hole when its pushed out that compression stroke
Keep rotating crank until its at 0deg TDC mark
Lift distributor cap and look at the rotor, should be pointed at #1 spark plug wire, if its pointed at #5 then its 180deg out of time
Lift out distributor, turn rotor to #1 and lower it back down
Try to start now
Will still need to be timed with timing light to 10-12deg BTDC
