Name that sound?! No seriously. What is it?

My battery is dead for starters... It happens Key off but after i use a portable jumper to boost the battery however i never start or even try to start the vehicle as its currently out of commission.
95 ranger xlt 2wd manual 2.3l
noisr seems to be coning from behind dash more so middle/passenger area no raido installed

Relay chatter. A relay is trying to operate, but when it does, the current draw causes the battery voltage to drop to a point the relay can no longer operate. When it stops, the voltage goes back up because the current flow is stopped, and the whole process repeats.
