I recently reinstalled my engine in my '94 Ford ranger... And as I was hooking things up I thought I hooked everything up but I found this one stray connector.. And I'm also having a problem with the starter relay... When I turn the heat the signal wire running into the relay isn't getting any power

What are the two wire colors on that connector?
I assume its in the engine bay

If its a manual transmission the clutch pedal must be all the way down to activate starter relay
If its an automatic shifter must be in Park or Neutral, if its in Park then try Neutral, could be shifter cable is not aligned

I did mean to say turn the key and not turn the heat... The two wires running in to the plug are green with a yellow stripe and black... The transmission is an automatic
Its a Device plug then, has a black wire as a ground, making the green/yellow a 12v wire to activate the device
I don't see a green/yellow engine bay wire on my 1994 diagrams that fits that
Ignition switch(in START>12volt)------->>>---------connector above brake pedal-----------/firewall/--------Neutral switch--------------starter relay "S" terminal
All Rangers were wired as Manual transmissions until 2000 or so, so under the dash above where a clutch pedal would be there will be a 6 pin connector, long/skinny
This connector would have been plugged into a Clutch switch
For an Automatic an extension harness was added that plugs into the clutch switch connector and then its wires run out thru firewall to the drivers side of automatic and its Neutral switch

Circle on left is solenoid 3 wire connector
Circle on right is the 4 or 5 wire Neutral switch
Try shifting in to Neutral to see of the 12volt signal gets to starter relay

Thank you so much to everybody who is helping with this problem... It is currently 110° at my house so I'll probably be working online truck later tonight... But I really appreciate everybody who's helped me with this. Ive spent the last three or four days running diagnostics trying to figure out what the problem is... And thanks to you guys I have a lead 😁
