2005 2wd 3.0 v6- What is this rusted out bracket?

2005 2wd 3.0 v6- What is this rusted out bracket?

So I bought a 2005 Ranger family hand-me-down for a buck for my 16yo son. Ive replaced the blower resistor and some other minor fixes(Jeep owner). This on the other hand looks like it needs some professional attention.
First, at the risk of being a complete Ranger nube-- wth is this passenger side bracket? Body/cab mount bracket of some kind? It's welded to the frame, but I can't seem to find an exact match of it on any of the parts sites.
2) Is my kid gonna die if this thing breaks through before I can get it repllaced?
3) Am I going to have a panic attack upon learning of the procedure and cost of replacing it(and I'll assume the driver side too for good measure)

It's not stock, looks like a bracket for side steps.

Looking closer at the picture, There should be a big washer and nut on the cab mount bolt, looks like it needs a new bolt.
