2011 Ranger - no highbeam, but low beam turns off

2011 Ranger - no highbeam, but low beam turns off

Both lower beams work fine. When I switch on the high beams, the lower does turn off but the high beams don't turn on. Details:
- bulbs high/low test ok for continuity with ohm-meter
- 12v measured at socket for low-beam pin when low is on
- no voltage at any of the three pins when high-beam is on
- fuse #14 and #30 both test ok with ohm-meter
- there are no dash-board indicator lights that turn on - no light for high-beam, and I don't see any low-beam indicator either.
- this model doesn't seem to have any relays for the headlights

I don't want to rip out the multi-function switch and replace it just on spec. Also, bulbs are expensive so I don't want to swap them just-cuz. They have continuity, and no voltage appears at the socket; I think I've done those tests correctly.
If necessary I could remove the dashboard panels and probe around with a multimeter, but I haven't tried to dig in to a wiring diagram. I'd hope to avoid that step if anyone has any ideas of what else I could check.
