No Power to Starter Relay - 2007 FX4 4.0 SOHC

So I've recently just put in a new engine and I'm getting nothing, not even a click from the relay (relay works). I've connected 3 ground wires located by: ECU/PCM, ~Brake booster to head, Starter stud. I've been using the pinpoint test from the factory manual: https://charm.li/Ford/2007/Ranger%20...20Not%20Crank/

By that manual I'm on A6. The idle voltage between starter stud ground and S terminal is ~6-8 mV then when I put the ignition to start it goes to ~1.x mV. I've cleaned the contacts, verified there is continuity between the S connector terminal and fusebox, verified that the correct shift point is being outputted from the transmission via scanner to satisfy the neutral safety switch (wont start in P or N). There is a whine for a second or two when I put it to START which I first thought was the fuel pump, but wouldn't it prime at ignition on? Clearly there is something I'm missing and I hope that one of y'all can point me in the right direction because electrics is not my strong suit.

I was coming here to ask my own no start/no crank question, but see there isn't much help given in this sub-forum.. oh well

You folks may want to post your issues to the forums for your engine size. They're at the bottom of the list of forums.

Pompano: By starter relay you're refering to the relay that mounts to the side of the engine bay and gets power (+volts) from the battery and from the ignition switch? That's a simplified description, I know there are fuses and safety switches in between. At the relay you have +12v from the battery (always?) and +12v from the ignition switch when the key is turned to start?
