Stuck Caliper / Brake issues

Can anyone help me out with this issue? In the past 4 years I've owned my 2001 Ford Ranger XLT 2WD, I've gone through at least 5 sets of brakes and 2 1/2 sets of calipers. I had 74,000 in 2003 when I purchased the truck and am now at 154,000. This past summer, I made the mistake of letting some idiots do the second to last brake job, that is where the 1/2 caliper job comes in as they only replaced one. With in a month, I was back in the shop! The drums on the back seem to be engaging in normal wear and tear. I just had a new set of tires installed tonight and the mechanic informed me that one of my front calipers is again stuck and there is a nice groove in the new rotors I had a real mechanic install. The brake system has been drained, I've had new brake lines installed but I can't continue to ooooze money for brakes every 4-6 months. I did a lot of stop and go driving, but nothing to cause this kind of issue.

Is this a known issue? Are there any fixes for it?

The mechanic suggested changing out the pins. I have no idea what he was talking about to be honest. I'm not into working on my truck. I only know what I know about the brakes by learning the hard way with my pocketbook. I had the brake lines replaced this summer, that was when the system was flushed.

What are the pins, where are they located, what is there function and when/how often should they be lubricated? I'm good at keeping up with the maintenance on my truck, just not real knowledgeable about the mechanical stuff.
