T-bar sag

I have a 2001 4x4 with #1 tbars which are cranked all the way and it still seems to sag in the front the previous owner of the truck carried a lot of weight in it. is it possible that the tbars sagged and if so will the replacement fix the prob.

This is probably a really dumb question, but what are T bars? I'm pretty mechanically inclined but some things I still don't know. Can you please explain? I probably know what you are talking about but never had a name put to it.
