People in this part of the country seem to be deathly afraid of rain 
Seriously even a drizzle and umbrellas seem to pop up everywhere, pretty funny compared to people in Oregon and Washington wearing t shirts and sandals in pouring rain.

Well even the people that don't like the rain get used to it after a year living in the PNW. I don't think I know many people with umbrellas or people that actually use them. I love the PNW though!
yeah....I'm pretty much 112% positive she is female. By questions, do you mean down on one knee? I mean she is pretty much what anyone would call 'a catch'.

We get downpours in thunderstorms here but it isn't the same.
