Got my summit shackles in finally, little more level

How tight does the top bolt have to be when you put the new shackle on? is there specs?

Im in the process of removing the bottom bolt from the old shackle but it wont budge. tried wd 40, heat, hammer, pry bar. cant even turn it with a wrench. any idea's?

I want to say my ford manual spec'd each bolt for 64-80ft-lbs. So i torqued my shackles bolts to 70.

I rapped 'em on til they were tight. I left everything loose and put the truck on it's feet. jumped in the bed a few times, then tightened everything up. IDK what the proper tightening of shackles is...i just did what i thought was right. lol.
